Paul E. Hurwitz, MPH, is an Instructor in the Department of Psychiatry and the Director of Program Operations for CSTS. He manages all the Program Managers and Project Coordinators, CSTS weekly activity reports, CSTS annual reports and the CSTS program grant annual reports. He also manages the largest and most complicated CSTS research project: the DoD-funded Study to Assess Risk and Resilience in Servicemembers – Longitudinal Study (STARRS-LS) which is a follow-up project to the Army-funded Army Study to Assess Risk and Resilience in Servicemembers (Army STARRS) that he previously managed.

Mr. Hurwitz received his Master of Public Health degree from the University of Michigan with a dual major in Epidemiology and Health Administration. He has more than forty years of experience in the administration and management of large-scale, multi-study, multi-site, multi-year, multi-million dollar health research projects. He has managed many types of research studies including surveys, cohort studies, case-control studies, clinical trials, methodologic studies, and other epidemiologic research designed to investigate a wide range of public health issues. These projects were conducted under different types of grants and contracts with a variety of Federal government agencies including DoD, Army, NIMH, NCI, NICHD, NIDA, NIOSH, EPA, CDC, and SAMHSA. In addition to research management experience, he has extensive experience in developing and writing technical progress reports, financial progress reports, policies, procedures, presentations, schedules, milestones, budgets, cost projections, contracts, OMB submissions, IRB submissions, final reports, confidentiality agreements, data sharing and data use agreements, and other types of research agreements
